This should be pretty straightforward.
5-emergency
Use this only if someone can gain administrative access to the server, has control of Immortal accounts, the MUD is crashing on 'look', or otherwise emergency problems. Usually it will be better to first contact an Immortal with a prayer, email, or IRC, and then to follow up with a level 5 ticket. Misuse of this will result in revocation of privileges and possible ramifications in the game.
4-critical
Use this for high-importance issues that effect performance: egregious exploits, crash-bugs, etc.
3-high
Use this for urgent in-game issues: flagrant cheating, duped EQ, multikilling, etc.
2-medium
